What makes a megawatt usable?

A turbine slot, an interconnection request, a signed power agreement and an energized data hall are not equivalent states. The useful denominator is time to usable power—and the last gate can sit outside the equipment supply chain entirely.

The chain

Every token has a joule cost. At campus scale, supplying it means generation, grid equipment, permission, construction and then conversion and cooling inside the building. These states can queue behind one another rather than resolve in parallel.

What matters now

State
Signed is not energized

Equipment, fuel, interconnection, construction and commissioning each have their own commitment state. The weakest one sets the date.

Bypass
On-site generation sells time

It routes around part of the grid queue for a project. It does not clear the grid or remove site, fuel and construction gates.

Efficiency
Power saved becomes capacity

When interconnection is scarce, higher-voltage distribution and better cooling create more compute from the same energized megawatt.

Usable power = equipment × interconnection × executable siteA zero or delay in any one term dominates the other two.

How the gate became visible

A selected power chronology. It tracks the lengthening clock, the price signal, the architectural response and the point where construction—not factory output—becomes the gate.

  1. The equipment clock lengthens first

The US Department of Energy reports distribution-transformer delivery moving from three-to-six months to one-to-two years, with large power transformers often beyond two years. The slow branch predates generative AI's demand shock. US DOE

  2. The constraint reaches the price register

PJM's capacity auction clears at $269.92 per megawatt-day, up from $28.92 in the prior auction—a 9.3× increase. The physical shortage now carries a market price. PJM

  3. The rack rewrites the facility

NVIDIA sets out an 800 VDC architecture for one-megawatt racks starting in 2027. Higher voltage reduces current and copper, but it also moves conversion, protection and cooling requirements through the site. The map changes when the system design changes. NVIDIA

  4. Construction becomes the explicit gate

GE Vernova says US EPC construction is “definitely the gating item” and explains that some 2029 turbine slots remained because customers could not obtain construction commitments. Available equipment is not usable power without an executable pedestal and schedule. GE Vernova

The current read

Mechanism

The clocks add

Generation and grid equipment can be built on capital schedules. Interconnection, permits and EPC capacity answer to different owners. A project faces the sequence, not simply the longest catalogue lead time.

Where the question sits

Who owns the conversion?

The research question is where rent lands as a project moves from announced megawatts to contracted, financed, permitted, built and energized capacity.

What could clear it

Several gates must move

  • Queue reform produces actual energization, not just faster studies.
  • Transformer, switchgear and turbine additions land.
  • EPC and skilled labour support the equipment schedule.
  • On-site supply scales without creating a second queue.
What would change the view

Four disconfirming signals

  • Interconnection-to-energization times fall materially.
  • Equipment slots go unsold for demand reasons rather than site readiness.
  • On-site projects reach FID and commissioning faster than the grid route.
  • Efficiency gains outpace rack-density growth.
